Tracking desired changes/additions in Booki

The content in FLOSS Manuals is constantly evolving. Often, writers have ideas for changes or additions to a manual -- ones we can't get to immediately. Most of us either keep track of those changes by jotting them down on paper or in a text file, or by posting them to the mailing list. Neither of which is the best way to do the job.
What could be useful is a component of the Booki interface that enables writers to make a list/wishlist of changes or additions. This list doesn't need to be fancy. It could just contain a summary of the change, who is suggesting it, and maybe a short description (which, perhaps, pops up when a link is clicked).
