Maintainer Rights

We need to be able to assign maintainer rights to users. This has to be done by the group admins...needs discussion....

the simplest solution would be:

• initial group admin = person who created group
• that person can add and remove maintainers on a per-book or all books in the group basis and they can assign users as an admin for the group

• initial maintainer for a book is the person from the group taht created the book
• they can add other maintainers
• decide when a new version is ready and "publish" it
