Use indo-arabic and other numeral systems where appropriate

Description
Some scripts (e.g. Farsi) come with numeral systems that we are not using.
The main problem for page numbers is pdfedit can't add text in arbitrary fonts -- it is restricted to the standard ones (helvetica, times, courier) and these only have latin-arabic numerals.
chapter numbers are possible.

hopefully fixable by switching to wkhtmltopdf headers/footers, combined with javascript in those headers/footers.
